The Finding of No Significant Impact (FONSI) is a document prepared by the Federal Railroad Administration showing why the Preferred Alternative would not have a significant impact on the environment and thus would not require preparation of an Environmental Impact Statement (EIS). The FONSI completes the National Environmental Policy Act (NEPA) process and this phase of the project. Construction funding has not yet been secured.
